Instruction on Management of Security and Order in Gambling Sector

On 26 May 2025, the Commercial Gambling Management Commission of Cambodia (“CGMC“) issued Instruction No. 005.25 on Management of Security and Order in Gambling Sector (“Instruction“).  The Instruction aims to enhance security and maintain order within the gambling industry, while ensuring compliance with applicable laws and regulations.

This Update sets out a high-level summary of the key requirements outlined under the Instruction.

Owners of integrated resorts, casino operators and/or casino owners shall comply with the following requirements:

    1. Ensure the deployment of a sufficient number of security personnel to monitor the entry and exit of visitors, and to maintain security and order within the premises of casinos and integrated resorts.
    1. Ensure that explosive weapons and hazardous substances are strictly prohibited within the premises of casinos and integrated resorts.
    1. Implement 24/7 weapon, explosive, and hazardous substance detection systems at all entry and exit points within the premises of casinos and integrated resorts.
    1. Access to casinos is strictly prohibited for Cambodian citizens, individuals under the age of 18 years, persons with criminal record(s), and any other individuals who are legally restricted from engaging in gambling activities.
    1. Establish a comprehensive security system within the premises of casinos and integrated resorts.
    1. Implement appropriate measures to prevent and respond to activities such as fraud, telecommunications fraud, money laundering, the financing of terrorism and weapons of mass destruction, illegal detention, drug trafficking, human trafficking, and other criminal offenses.
    1. Promptly report to the General Secretariat of CGMC any illegal activities or actions that pose a threat to security and order within the premises of casinos and integrated resorts.

The General Secretariat of CGMC will assign experts to conduct monitoring and inspection as deemed necessary. In case of non-compliance, owners of integrated resorts, casino operators and/or casino owners may be subject to administrative sanctions and/or pecuniary fines in accordance with applicable laws and regulations.
