Introduction
As part of Cambodia’s broader effort to establish a comprehensive national policy framework for the ethical adoption, development and governance of artificial intelligence (“AI“) technology, the Ministry of Post and Telecommunication (“MPTC“) has been working on the draft National Artificial Intelligence Strategy (“Draft National AI Strategy“), which sets out a vision to “leverage artificial intelligence to increase productivity and generate added values, uplifting citizens’ quality of life, strengthening and broadening the bases of economic and social development, and building a prosperous future of Cambodia’s digital technology”.
The Draft National AI Strategy outlines six strategic priorities comprising of 41 strategic measures, to help Cambodia achieve its short-term target of becoming a skilful adopter of AI and the long-term goal of participating in the AI development market. The strategic priorities focus on:
- human resource development;
- data, infrastructure and key technologies;
- AI for digital government;
- sectoral AI adoption and development;
- ethical and responsible AI; and
- collaboration, research, development and innovation.
On 11 June 2025, MPTC issued Announcement No. 1497PT (“Announcement“) to provide an update on the progress of the preparation of the Draft National AI Strategy and to call for input, comments and feedback from all stakeholders.
Key Features
In this Update, we highlight some of the key features of the Announcement: (i) developments in preparation; (ii) consultation timeline; and (iii) procedures for submitting input and feedback.
- Developments in preparation
The Draft National AI Strategy was revised following a deep-dive workshop conducted on 7-8 April 2025 by MPTC Working Group. Thereafter, the revised draft was submitted to relevant ministries and institutions for feedback. Additionally, 10 bilateral and multilateral consultations were held from 9-20 May 2025, where positive comments and support were provided.
- Consultation timeline
To further enhance stakeholder engagement, MPTC is organising additional consultation meetings in the third week of June 2025 with representatives from digital technology companies, private sector, academia and research institutions, civil society, and development partners. Subsequently, a national workshop to finalise the Draft National AI Strategy is organised for the first week of July 2025. As part of the public consultation, all relevant stakeholders are invited to review the draft and provide feedback by 20 June 2025 at 11:59 pm.
- Procedures for submitting input and feedback
The necessary documents – including the draft strategy, concept note, and feedback form – are available for download via the QR Code provided in the announcement. Submission may be made electronically using the designated QR Code. The MPTC Working Group will collect, review, and consolidate all input for consideration in the final version of the Draft National AI Strategy.
