Scott is a Partner in the firm’s International Arbitration practice.
Before joining the firm, Scott was the Director of the International Disputes Practice Group in the International Affairs Division of the Attorney-General’s Chambers of Singapore, where he led on matters relating to Singapore’s international dispute resolution practice and policy, including Singapore’s participation in proceedings before the International Court of Justice, International Tribunal for the Law of the Sea, the World Trade Organization dispute settlement system, and investment arbitration tribunals. He has represented Singapore in a wide range of international negotiations, spanning bilateral and multilateral trade negotiations and diplomatic negotiations at various regional and United Nations fora, including as a delegate to the 78th session of the United Nations General Assembly. He has also advised on a wide range of public international law issues relating to, among other things, the law of the sea, international trade and investment law, the law of armed conflict, and sovereign immunity and state responsibility.
Prior to joining the International Affairs Division, he served in various positions in the Singapore Legal Service, including as Special Assistant to Chief Justice Sundaresh Menon, an Assistant Registrar / District Judge, where he presided over civil hearings and authored judgments on novel issues in the law of privilege and civil procedure, a Justices’ Law Clerk, and a Deputy Public Prosecutor.
EXPERIENCE
International Arbitration
- Advised a State on pre-dispute preparations for international investment claims relating to, among other things, government industrial policy, public procurement projects.
- Advised a State and senior public servants threatened with an international claim relating to acts performed in their official capacities.
- Advised and acted for a State in World Trade Organization dispute settlement matters, including third party proceedings before a World Trade Organization panel in DS623: United States – Certain Tax Credits under the Inflation Reduction Act.
- Advised and acted for a State in various proceedings before the Singapore High Court implicating the State’s international human rights and mutual legal assistance obligations.
- Advised on various issues arising from maritime boundary delimitation negotiations, including issues relating to dispute settlement procedures under the United Nations Convention on the Law of the Sea.
- Negotiated the legal and institutional provisions in the European Free Trade Area-Singapore Digital Economy Agreement and served as legal adviser to the Singapore delegation. The negotiations concluded successfully, and the Agreement was signed in 2025.
- Negotiated the dispute settlement provisions in the Investment chapter of the Protocol to Further Upgrade the China-Singapore Free Trade Agreement and served as legal adviser to the Singapore delegation. The negotiations concluded successfully, and the Protocol was signed in 2023.
- Negotiated the dispute settlement provisions in the UK-Singapore Bilateral Investment Treaty negotiations and served as legal adviser to the Singapore delegation.
- Delegate to the 78th United Nations General Assembly (2023) with responsibility over all legal-related matters. Provided legal advice, negotiated resolutions, and conducted diplomatic outreach.
- Defended the constitutionality of judicial caning in an appeal before the Court of Appeal: Yong Vui Kong v Public Prosecutor [2015] 2 SLR 1129
