Successfully guided PETRONAS subsidiaries in securing KPPU’s first ever compliance program approval for multinational oil and gas companies

Assegaf Hamzah & Partners, member firm of Rajah & Tann Asia, acted for three Indonesian subsidiaries of Petroliam Nasional Berhad (PETRONAS), PT PLI Indonesia, PC Ketapang II Ltd., and PT PCM Kimia Indonesia, in their participation in the Indonesia Competition Commission’s (KPPU) competition compliance program. This marks the first time the KPPU has approved a compliance program for multinational oil and gas companies operating across both upstream and downstream sectors.

Our work involved guiding the PETRONAS Subsidiaries through the registration process, including aligning their compliance framework with Indonesian competition law, preparing a country‑specific supplement to PETRONAS’ global competition guidelines, and conducting socialisation, advisory, and training sessions for employees. In July 2025, the KPPU formally approved the compliance program, positioning PETRONAS as a pioneer in competition compliance within the industry.

The matter was led by Partner Farid Nasution, supported by Senior Associate Aulia Alkausar and Associates Andhika Willy Wardana and Naurah Areta Utami.
