Advised Keppel New Energy on its development of the Keppel Sakra Cogen Plant, a 600MW combined cycle gas turbine power plant which is Singapore’s first hydrogen-ready power plant.
The plant will use natural gas as its primary fuel for now but it is also designed to operate on fuels with 30 per cent hydrogen content, which produce less carbon than fossil fuels, and has the capability of shifting to run entirely on hydrogen. The plant is estimated to cost around $750 million and will be constructed by a consortium comprising Mitsubishi Power Asia-Pacific and Jurong Engineering.
This project is one which leads the way for the use of low-carbon hydrogen to meet energy demands as one of the strategies to bring carbon emissions by the power sector to net zero by 2050.
Our role includes advising on the contracting structure, drafting of the project documentation (such as the engineering, procurement and construction contract and the long-term service agreement for amongst others the supply of spare parts and provision of maintenance work on key components of the plant) and providing legal support during negotiations.
