Thailand Postpones Employee Welfare Fund Contributions to 1 January 2027

Thailand’s Employee Welfare Fund (“EWF“) has been an important development for employers to monitor, with mandatory contributions previously scheduled to commence on 1 October 2026. However, the Thai Cabinet has now approved in principle a further three-month postponement, moving the proposed commencement date to 1 January 2027.

This Update outlines the postponement and highlights the practical implications for employers preparing for the EWF.

New EWF Implementation Timeline

On 14 October 2026, the Thai Cabinet approved in principle draft legislation to postpone the commencement of contributions to the EWF by three months, from 1 October 2026 to 1 January 2027.

The postponement is intended to provide financial relief to employers and employees affected by recent flooding and continuing economic pressures. To implement the postponement, the Ministry of Labour has prepared three pieces of draft legislation to align the commencement of EWF contributions and related rules with the new 1 January 2027 start date.

The proposed contribution rates remain unchanged. From 1 January 2027, eligible employees would contribute 0.25% of their wages, with employers contributing an equal 0.25%. This rate would increase to 0.5% for each party from 1 January 2032.

What should employers do?

In practice, subject to the enactment of the relevant laws, contributions will be calculated from 1 January 2027, with the first remittance due by 15 February 2027. Employers may register with the EWF in advance, although contributions will not be payable until the new requirements take effect.

The relevant legislation and implementation rules are currently being processed. Employers should therefore monitor further announcements from the Department of Labour Protection and Welfare (DLPW) and ensure that their payroll and human resources (HR) systems are ready for implementation once the new rules take effect.

Concluding Words

The EWF has not been cancelled. Its implementation is being postponed for three months, with contributions now expected to commence from 1 January 2027. Employers should use this period to ensure readiness for the proposed 1 January 2027 commencement date and continue to monitor the final legislation and implementing rules.
