Pham Manh Dzung was the Former Head of the Department of Legal Affairs at the Ministry of Planning and Investment (“MPI”) and has considerable expertise in foreign investment, international trade, litigation and arbitration. He joined Rajah & Tann LCT Lawyers as a Partner in 2013.
Prior to joining Rajah & Tann LCT Lawyers, Dzung served at the Ministry of Justice for approximately 10 years and subsequently the Ministry of Planning and Investment (MPI) for over 20 years. As Head of the Department of Legal Affairs at the MPI, Dzung was in charge of advising on complex legal issues of national significance and which influenced the legal landscape for foreign investment in Vietnam.
Dzung was responsible for the drafting of multiple key laws in Vietnam, including the Law on Foreign investment (1996) (and its amendments in 2000 and 2002), the Law on Investment (2005), the Law on Enterprise (2005), the Law on Land (1993), the Law on Land (2003), and the Law on Construction (2003).
Dzung partook in the Government Negotiation Delegations for the Vietnam-U.S Bilateral Trade Agreement (BTA) and Vietnam’s entry to the WTO, as well as chaired negotiations for the Agreement on Investment Protection and Promotion between Vietnam and United States of America, Japan, China, Russia and over 50 other countries.
Dzung also taught at Hanoi Law University and Vietnam National University, lecturing on the laws of investment and commerce. He is a reputed arbitrator at the Vietnam International Arbitration Centre (VIAC).
